## Statement

This individual, as a staff member of Colorado - Arapaho County Child Support Services, is part of an administrative system that has engaged in documented practices which raise serious constitutional and ethical concerns. These practices include:

1. initiating enforcement actions based on nonexistent cases and fictitious court orders;
2. presenting materially false or misleading information as legal fact; and,
3. systematically withholding discovery and other exculpatory materials from affected individuals, in violation of due process rights and established standards of fair procedure.

By participating in or failing to report these unlawful actions, the staff member has contributed to a deprivation of rights under color of law, as prohibited by 42 U.S.C. § 1983, and has undermined public trust in the neutrality and lawfulness of child support enforcement proceedings. The use of administrative authority to circumvent judicial oversight and the denial of access to legally required disclosures constitute violations of both state and federal constitutional guarantees.

Accordingly, this individual’s role within this enforcement framework presents material *Brady* and *Giglio* concerns. Any testimony, affidavits, or documentation prepared or submitted by this individual in the course of official duties must be disclosed to defense counsel in all relevant proceedings to ensure compliance with the disclosure requirements articulated in *Brady v. Maryland*, 373 U.S. 83 (1963), and *Giglio v. United States*, 405 U.S. 150 (1972).

This statement is submitted to ensure that all prosecutorial and judicial authorities are duly notified of credibility issues stemming from institutional misconduct and to safeguard the due process rights of all affected individuals.
